Uttar Pradesh’s Project GANGA, or Government Assisted Network for Growth and Advancement, has received more than 3,000 applications from aspiring Digital Service Providers (DSPs) since its launch in June 2026. More than 600 shortlisted candidates have completed training by OneOTT Intertainment Ltd (OIL), with the first DSP networks now being rolled out with financial support under the CM-YUVA scheme.
Project GANGA is being implemented under the aegis of the Uttar Pradesh State Transformation Commission in association with OIL, the broadband arm of Hinduja Global Solutions (HGS). The programme was formally launched in June following an agreement between the State Transformation Commission and OIL.
At launch, the programme said it would develop 8,000–10,000 Digital Service Providers at the Nyaya Panchayat level, with the broader objective of connecting more than 20 lakh households over the next two to three years. The initiative is also expected to create more than 1 lakh direct and indirect employment opportunities across the digital ecosystem, with a focus on youth and women entrepreneurs.
The latest update indicates that more than 3,000 people have applied to become DSPs, while over 600 shortlisted candidates have completed training covering broadband technology, business operations, marketing and customer service. The first networks supported through CM-YUVA financing are now being rolled out. According to the programme, the trained DSPs have the potential to connect up to 1.5 lakh homes across Uttar Pradesh.
Under the model, DSPs will act as local last-mile operators, setting up and managing broadband networks within their communities. The state’s CM-YUVA scheme is supporting eligible young entrepreneurs, including women, as they establish DSP businesses. This approach is intended to combine digital infrastructure expansion with local entrepreneurship and employment generation.
Consumer broadband services under Project GANGA are being offered through the GangaFiber brand. Plans start at INR 399 per month, including taxes, for a 50 Mbps connection, while the portfolio extends to a 1 Gbps plan priced at INR 1,179 per month. Select plans also include access to more than 100 television channels and 13 over-the-top platforms.
To support the growing DSP pipeline, Project GANGA has established a dedicated DSP Training Centre in Lucknow. It has also launched an online Learning Hub, a learning management system that allows candidates, including those in remote parts of the state, to access structured training modules without travelling to a physical centre.
The programme is expected to expand its DSP network and training capacity as the rollout progresses. Its stated objective is to use local operators to extend high-speed broadband connectivity to more households and businesses across Uttar Pradesh. The expansion is expected to build a wider local broadband ecosystem, with DSPs serving as the operational link between network infrastructure and end users in their respective communities.
