US Secretary of State Marco Rubio began a two-day visit to India on 20 October 2026. The visit comes as New Delhi and Washington seek to finalise a trade agreement. Discussions will also cover India’s purchases of Russian crude oil, energy security and wider economic ties.
Rubio is meeting government and business leaders in Mumbai and Jamnagar. His schedule includes talks with External Affairs Minister S. Jaishankar and meetings linked to India’s energy and industrial sectors.
The visit follows a decision by US President Donald Trump to waive potential tariffs linked to India’s Russian oil purchases. The move has eased one obstacle in the ongoing trade negotiations. However, neither government has announced a completed trade deal.
Trade negotiations take centre stage
Both countries have signalled progress towards a comprehensive trade agreement. US officials have described the negotiations as close to completion, raising the possibility of further progress during Rubio’s visit.
The proposed agreement could shape trade and investment between the two economies. Businesses are watching for clarity on tariffs, market access and the rules governing cross-border trade.
However, the remaining terms and any signing date remain uncertain. The visit provides an opportunity for both sides to address outstanding issues.
Russian oil remains a key issue
India’s continued imports of Russian crude remain an important subject in its relationship with Washington. The US has previously considered punitive tariffs on countries buying Russian oil.
Trump’s latest waiver removed a potential source of friction as the two countries pursue a trade agreement. Rubio has also acknowledged that India needs time to diversify its energy supplies.
India imports more than 85% of its crude oil requirements, according to Reuters. Reliable supplies remain important for the country’s energy security and economic activity.
The US administration is also entering a 60-day review period to consider whether it will impose new tariffs. This means the question of Russian oil could remain relevant even as trade talks advance.
Energy and business ties on the agenda
Rubio’s visit includes meetings with business leaders and a trip to Jamnagar, home to Reliance Industries’ major refining complex. The programme highlights the commercial importance of energy alongside government-level negotiations.
The two countries are also seeking stronger cooperation in investment, defence and critical technologies. These areas could help broaden the relationship beyond the immediate tariff dispute.
The outcome of Rubio’s visit will depend on the discussions and any formal announcements that follow. For now, the talks signal continued efforts to strengthen economic ties while managing differences over energy policy.
Any confirmed agreement, tariff decision or new commitment could provide the basis for a follow-up report.
